The NAC CESU is composed of nine federal agencies that collaborate with non-federal partners extending from Maine to Virginia. Non-federal partners include colleges and universities, research institutions, conservation organizations, a marine aquarium, and the Narragansett Indian Tribe.

The nine federal agency partners of the North Atlantic Coast CESU provide funds for the non-federal partners to conduct research, technical assistance and education-focused projects that are of relevance and benefit to the funding agency, the participating non-federal partner and the public. For each participating federal agency there are specific programs, divisions, or offices that are engaged in the CESU Network, not the whole of the agency operations. Each agency makes the determination of program areas/divisions/offices that could provide project funds to be pursued through the CESU cooperative agreement and that will adhere to the CESU requirement that all projects are conducted with substantial collaboration among federal agency personnel and the participating non-federal researchers.
